Principal GIS Project Manager Position

This position supervises a GIS team, manages schedules, budgets, recruitment, staff training and contracts for external clients comprised of local governments, higher education, school districts, and utility companies/districts. The position has significant client interaction and business development responsibilities.  The position is located in San Diego.

Candidate will have a BA/BS degree in Geographic Information Systems, Computer Science, Geography or related field, plus a minimum of 7 years GIS experience or the equivalent work experience of twelve (12) years in this industry. MA/MS degree and experience with proposal development, strategic planning, and federal/state/local government contract administration is preferred.

Candidate must have a minimum of 3-years project management experience including supervising a GIS team, overseeing the work of GIS analysts, programmers, and technicians for a local government or as a consultant performing local government projects.

Required Technical Skills:
Candidate’s technical experience must include proficiency with the following: preparation of user needs assessments, system design and development, user interface development and application integration, GIS data development and conversion, relational database design and implementation, web application design and development, documentation, and extensive knowledge of ESRI platform.

Must demonstrate good oral and written communication skills.

Experience with the following software/hardware is a must:
ESRI ArcGIS platform, AM/FM, SDE, RDMS, VB.Net, Python, JavaScript, CAD(AutoCAD/Microstation), Microsoft Office Suite, Windows Server Operating Systems, virtual server environment, mobile platforms, and GPS.

Required Project Management Skills:
Candidate for this position must demonstrate strong independent thought and decision-making abilities along with leadership and supervisory skills. Candidate’s managerial experience shall also include the following: Direct supervision of GIS staff including personnel management, performance reviews, staff training, and QC review.

Proven record of establishing and maintaining strong and positive working relationships with clients/public-agency personnel and in-house staff.

Must have significant experience in preparation of contracts, fee proposals, and scopes of work management of multiple coincident contracts, ongoing management of project schedules, budgets, and billing/collections.

Candidate’s experience should include the ability to respond to RFP’s, SOQ’s, prepare and deliver presentations and interviews for Public Works Projects.

Candidate must be active and maintain ties with GIS liaison groups and professional geographic organizations.

Good driving record is a must.
