Under the general direction of the Deputy Support Manager (Supervising Oil and Gas Engineer), the Research Manager II (General) will function as the Geographical Information Systems Unit Manager. The incumbents will be required to have an overall comprehension of management, research methodology, and statistical procedures in order to perform, manage, and direct research and statistical studies involving various types of digital spatial data and methodologies associated with geographic information systems.
The Research Manager II must have the knowledge of: principles and concepts of geography, cartography, computer mapping, and spatial analysis techniques including map overlays, spatial statistics, and proximity analysis; have familiarity with various map products provided by the U.S. Geological Survey, including digital formats; familiarity with map projections and coordinate systems.
In addition, the incumbent must have the ability to: manage analysts and to synthesize data from a variety of disciplines.
Duties include, but are not limited to: Provide oversight, direction and supervision to staff in the development, management and documentation of the Division’s GIS infrastructure. Oversee and guide the migration of GIS data libraries into Arc SDE Geodatabase(s); develop complex map cache strategies and implement effective web map, feature map and geo-processing services. Supervise the development of a Division mapping program and related GIS applications in an Enterprise GIS which includes versioned editing, implementation of post/reconcile quality assurance procedures, as well as replication/synchronization strategies. Project manage the installation and configuration of various server and desktop based GIS products. Effectively guide staff in conducting database queries, spatial overlays and other GIS analysis using ArcGIS, Oracle, SQL Server and other relational databases. Plan, organize and direct the Unit’s complicated system analysis, design, programming, implementation, documenting, testing and training for the Division’s IT applications using advanced spatial concepts in order to ensure the software, hardware and network infrastructure accommodate business and user needs. Supervise the utilization of python scripting and/or other programming languages to automate processing steps and conduct custom GIS analyses to support the Division’s strategic plan, and other program areas as directed. Project manage the development and implementation of interoperability standards for GIS and data systems within the Division and between agencies and platforms. Supervise the implementation of GIS data security (in collaboration with the Information Security Officer) on the GIS infrastructure to ensure that highly confidential data is protected. Ensure the refresh and rebuild map services and map applications and implement geocoding algorithms in the Division’s applications. Ensure the development and implementation of web map applications using Arc GIS Server (workgroup and enterprise), java script and/or html 5.
