Information Systems Analyst (GIS)

The City of Monrovia has an opening for an Information Systems Analyst that will be focused on GIS.

Salary: $5,792.92 to $7,393.42 Monthly

DUTIES AND RESPONSIBILITIES:
Assist with the analysis, design and implementation of computer applications and information systems; conducts analysis and research on informational needs of the department; assesses problems and provides solutions to minimize down time, provides input on the modification of programs and software for improved service delivery; operates and maintains user software programs related to operational needs. Participates in the development and implementation of goals objectives, policies, procedures, and work standards. Assist in modifying software to meet specific defined needs; analyzes software, performs tests, and works out problems before release to users; analyzes report generation capabilities and designs computer output; installs software and conducts training on hardware systems and software programs; instructs staff in the use of computers and programs. Assist in designing and implementing local area network systems; diagnoses, troubleshoots and clears up automated system and communication network problems, and notifies affected users; performs basic computer operations functions for network servers. Participates in the selection and recommendations for new hardware, software, computer furniture and supplies; stays abreast of current technology concerning applications and operations. Participates in staff meetings and on various committees; represents the department meetings; coordinates with staff on activities. Prepares and updates program documentation, user procedures and instructions; assists staff with access to hardware, software, data files and data bases to enable users to retrieve and manipulate data effectively; troubleshoots hardware problems and corrects or calls appropriate service organizations. Assists with special research projects relating to automated systems; prepares statistical reports; documents program and system changes and test data; maintains technical libraries and reference files. Will require both office and field work. Perform related duties as assigned.

REQUISITE ABILITIES:
Communicate clearly and concisely, both orally and in writing. Analyze, research and prepare complex reports on a variety of subjects. Install hardware and software applications. Provide general maintenance and repair of microcomputer hardware. Effectively apply technical knowledge of microcomputer systems software and hardware in assistance and support of users. Supervise and instruct personnel on the use of programs and equipment. Develop operational procedures; maintain technical libraries and documentation files. Analyze complex user problems, evaluating alternatives, and resolve problems effectively. Establish and maintain effective work relationships with staff and a variety of individuals and groups. Diagnose and troubleshoot hardware and software problems and make minor modifications. Prepare clear and concise program documentation, user procedures, reports of work performed, and other written materials. Select and recommend a variety of appropriate applications for staff. Communicate effectively both orally and in writing. Meet the physical requirements established by the City.

MINIMUM QUALIFICATIONS:
Equivalent to graduation from a four-year college/university with a bachelor’s degree in computer science, information systems or a related field; and at least two years of experience in supporting personal computer based systems, troubleshooting, or developing and managing data systems is desirable. Database, network, or other professional certifications are desirable. Possession or ability to obtain a class C California driver’s license and a satisfactory driving record.

SUPPLEMENTAL INFORMATION:
Under general supervision, develop data layers, and applications for the City’s Geogrphical Information System; develop interfaces between Departmental applications and the City’s GIS information; work with other Los Angeles County Agencies on the interchange of data. The department has standardized on ESRI’s ArcGIS application platform. Will require both office and field work; and perform related duties as assigned. Considerable knowledge of principles, practices and methods related to computer information systems; operating principles, procedures and characteristics of standard computer hardware, software and related terminology; spreadsheets, work processing, data base management and graphics using various microcomputer standard software; computer programming related to specialized hardware and/or software; computer troubleshooting principles and practices; general maintenance and repair techniques. DESIRABLE EXPERIENCE INCLUDES: ESRI’s ArcGIS; capability to perform GIS field surveys; advanced database skills; skills in database report writing tools; application development and customization using vendor provided tools; web design or maintenance experience; cabling skills; excellent customer service skills.
